It is the width of the room that needs to be planned so you do not end with a 2cm strip at one side of the room.

You can measure the width of room then divide by width of planks then half the width of the remainder this should be the width of your first row that said if you are left with 4cm you are best to add this to the width of a plank and use half of this value ie 4m wide room and 18cm planks

400/18 = 22.2222 so 22*18 = 396 leaving only 4cm so starting row would be (18+4)/2 = 11cm giving you 21 rows at 18cm and both sides at 11cm

However in practice if you have radiator pipes on your starting wall usually the door wall then making your first row the width to to the pipe allowing for expansion allows you to join the laminate at the pipes which is a lot neater.

Double check that this is not going to leave a silly little piece at the other side of the room.

In practice along the length of the room you can use the cut from the end to start the new row though it is best to work two rows at a time to avoid a ladder effect on the floor.

This is good advice, it is important to remember that most people expect somewhat of a random appearance as to where planks start and finish rather than the "ladder effect".
