Laminate not sitting flat at front door

There are two things I want to try and sort out here. I have attached an image showing the area in question.

The piece of flooring which runs up to the concrete step lifts slightly when stepped on, and I haven't quite worked out what to do about the concrete step.

I was thinking of glueing a piece of flooring to the Concrete and then using a door threshold to bridge the gap between them?

Hoping it would also stop the movement in the board as I clearly can't run beading across it to hold it down..

I'd do that same mate. Glue the board on step down and cut it neat.
Use a incizo bar between them, Greta wood trim for doing that.
