Landlords ticket & bonding

Just been to a property to price for some electrical work, there's no main bond on the Gas or Water main, I mentioned that as they are going to rent it out, they will need a gas safety check and that the bonding would need to be sorted for that, turns out that they got a gas ticket last week saying everything is ok, can this be right?

A Gas Engineer is assumed to have no electrical abillity but is expected to identify that earth bonding is, or is not present, if none is found a notice should be raised to the responsible person, informing them that a Part P registered Electrician (i.e. You) should be consulted to rectify the situation ASAP. ;)
