Is it OK or advisable to screw pine floor boards to a concrete floor as a cheaper alternative to installing a solid wood floor?

Sounds like that's exactly what you're doing. I just wouldn't recommend screwing it to the concrete floor. The concrete must be waterproofed to stop moisture getting at it from underneath, and this used to be done with bitumen which allowed some movement (you will get some). You could use a polyurethane foam underlay, about 3mm thick, and then glue the edges of the boards together to make a floating floor. Though we've got this arrangement, and I hate the sound from the floor as it sounds like walking over the top of an empty box. If it's glued to the floor (with the appropriate glue) it will have a more solid sound.

will the silicone sealant stick it?
Not sure but as Oilman said you're better off using bitumen products which allow for flexibility for timber expansion.
