Leaky extension...Low Pitch

I've seen patios with a higher pitch. That's a disgrace. Were they Gypos or EEs? Give more info on the builder. Who drew up the plans?
 
Your redress will be dictated by the age of the work and the contract you had with the builder and designer.

Don't hold your breath on getting any help from building control

10 degrees its not even considered a pitched roof under the British Standards, its a flat roof. Tiles were the completely wrong covering. Any of the flat roof finishes would have been suitable. It needs replacing with a flat roof material or you'll probably have leaks forever.
 
Alistair's answer would be the normal thing to do, as it keeps the tiled appearance.

I am surprised the designer did not specify it and that building control did not condition it too. Unless the builder has deviated from the approved drawing
