I know there are lighting requirements for commercial building, i.e. minimum lumen output, etc, but are there any regulations for domestic for a minimum brightness or can you be as creative as you like in designing schemes.

Can't see there being any problem. If there was a minimum brightness then surely dimmer switches would not be allowed. The minimum lumens in a commecrial environment is a health and safety thing to stop people straining their eyes while working. (mainly in an office environment IIRC)

You can do anything you like in a domestic dwelling, there are no laws rules or regulations concerning lux levels.

But energy saving in new builds is essential.

I've seen some bad shadowy dim dining rooms/ lounges in my time though.

Some Light fittings in B&Q look lovely in their showroom until you get them home and screwed up on the ceiling.
