linking radiators

We are having to move some pipework in our house. Is it acceptable to link radiators together form there tails or do you hve to run each pair form the radiator to the 22mm main flow/return hope this makes sense.

Probably. Assuming you’re still teeing off feed and return pipes correctly
 
a picture of the rad and pipework you want to tee off would help
 
No, when one rad valve closes it will shut the other rad off too. If there are no trv's fitted, it will be different but not recommended.

thats incorrect as you will be teeing off your flow and return before the valve. teeing off the pipes entering a rad is fine, a rad valve on one rad wont shut the next rad off unless you have a single pipe system.
 
When I re-read the OP I assumed “link together by their tails” meant daisy chaining them like a single pipe system. But that’d be a bit mental
