In order to fit a fuse spur into the loft for Alarm Panel, can i cut this wire, add a round junction box, re-connect the light supply and run a second cable to fuse spur for intruder panel in the loft?

To my eyes that looks to be a switched pair, so no, your idea would not work. You need to find the live pair used to loop-in feed the lighting circuit, if that is the way the lighting is wired. If no junction box is apparent, the live pair can be picked up at the nearest ceiling rose. Or if no room at the terminals, trace the live pair back and insert your new junction box at a place to suit your alarm feed.

Thanks, that the cable going into the loft light switch and then a cable comes out up to the light. So yes, what you say makes sense!
 
It’s got a wire in ….and out …. Take front off , if it’s got either two blacks or blues in a connector you can pick up a feed from it
 
Based on the below i'm going to say i can cut the wire in original photo and put a junction box and then take a fuse spur off junction box and reconnect cable to light, or should I take the input to the light switch out and put into the junction box then take 2 cables one back to switch and one to spur? does either way matter? thanks.

Earth to screw terminal, Live to terminal on the IN to switch, and neutral to the other side of chock block ?
 
Yes but the live in …may not be the live in …. See which cable goes to the light … and use the live ( red ) that does NOT go to the light
 
Finally got it all wired up today to the lightswitch with permanent live. 1.5mm cable from switch to spur, then flex to panel.
