unfortunately in part that is due to the electricity company seemingly unable to keep the house voltage below 250v, so the transformer is actually putting out nearer 13v than the ~11v they are noted as.
Anything up to 253V is within the range allowed for the supply, and within the range that manufacturers are obliged to make their products support.

If they make products which fail because they can't cope with the public electricity supply in this country then they are clearly not fit for purpose, and it would be a trading standards offence to offer them for sale in this country.
