Very VERY difficult to stop random terror acts, no matter how much training and guards you have.Training takes time and costs money and there is value in experience but again it costs. If I recall correctly the only terror training the guard had was a 20 minute module which he completed in 11 minutes.
Paying the guy double would not suddenly make him a better guard - it may attract a person with more experience or the money could be spent on more rigorous training?
