Need help on double swing windows

Hi,

I live in a flat which have a window swing outwards or upwards (Show in pic)

But now it is doing both at the same time (I think there are something make the arm slip out - pic below)

I dont mind the windows only swing outward but not from the top so I am thinking can I line up the hole of the arm and unscrew the screw from window and screw it in with the arm to stop the arm slide out. (I hope this make sense =.=')

I'm sorry I haven't got an answer, although I have played with these in the past.
If you try searching for 'repair tilt and turn window' in Google, or YouTube, you may get some ideas, like:
