Why would he have removed the seal on the meter? I'd imagine it simply got caught and flipped over..
doesnt look like the meter seal has been touched.. just the cutout to fit the Wylex REC2 Isolator.

Why on earth would you go to so much trouble to introduce EIGHT potential points of failure to your perfectly fine installation? 
I was really interested to see you write that.
Please tell me where you got that information from from, and preferably post the reference.
I have read the Electricity Act a number of times.
The short term plan is:
Utility room sockets
Garage sockets
Alarm
Outside lights
Outside sockets
and the long term loft plan is probably for a loft conversion.
Probably be running two CU's while I move over and add circuits hence the henley.
The isolator because I like the idea of one.
Utility room conversion, needed the extra space to fit a full height cabinet in.

I followed the cable back to the power station and on doing the maths I worked out eight more wouldn't be an issue.
If you include the actual switch in the isolator I suppose it would be TEN.
