It isn't an interpretation of the law to determine that there was a failure of leadership, a lack of judgement, that too much alcohol was consumed, that those in government failed to respect the rules that they had implemented, etc.There is a lot of interpretation of the law in that report. I think a prosecution will fail because of how the law was drafted at the time, along with the "it was a work event" defence, reasonable honest belief etc.. In addition, I'm not sure the lockdown 1 and 2 legislation allows for historic offences to be dealt with. You must be asked to account at the time. They may be able to pin something on the organiser.
