And if they took that line with me, I'd take a leaf from someone else here and ask them something along the lines of "so, do you have an engineering level 7 qualified person to disagree with me then ?"
Given that ('in law') they appear free to decide (for whatever, or no, reason) who they regard as 'competent' to undertake the inspections, I suppose it wouldn't actually matter what answer they gave to such a question.

The issue I was really addressing is whether they would regard someone as competent to undertake a 'landlord inspection' if an organisation like NICEICX did not regard the person as adequately trained/qualified/experienced to undertake EICRs 'in the name of a member of their organisation' - and I suspect the answer would usually be 'no'.
