when doing the bag over the condensate outlet test do not turn off the isolator valves at the boiler leave them open and turn the boiler off at the fused spur

Just an update
Replaced heat exchanger
Still the same problem
The plumber is now going to cap off the 2 downstairs radiators and see what happens
We have turned off the kitchen radiator and the fault has gone as before
Still doesn’t make sense turning off the kitchen radiator
