I think you have misunderstood, particularly given that the 'swapping' that the OP undertook did 'have an effect'...So switching those two over would have had no effect.
As I understand it, he has a 3-core cable(red/blue/yellow) between ceiling rose and fan, with the red being the L and the yellow being the S?L (and blue the neutral) at the rose. At the fan, it would seem that the blue and red were originally connected to the fan (hence it was on permanently (with yellow not connected to anything). My understanding that the OP then 'switched' the red and yellow (so that the fan then got N and S/L, and the red was then connected to nothing), which restored the desired functionality.
Is that not the case?
