He was going on American intelligence reports so, at best, he misled the House.
Unlike the Blowfish who had all the facts at hand and deliberately contrived to avoid revealing them so he wasn't subject to scrutiny by the Met.
He lied.

Durham police were asked to reinvestigate but refused, it's now widely believed that Joy Allen, the Durham Police and Crime Commisioner was also at the party.
Durham Police have suggested it was considered a 'local election event' rather than a business meeting.
