Burner parts will be but not sure about boiler specific parts though there aren't that many, just the main heat exchange itself really and if that goes then it's new boiler time.

As it's oil boiler, what if any, special regs apply when I need to have it serviced?

Competence (whatever that means) but you will need an oil pressure gauge and a flue gas analyser to set the burner up correctly.
