Actually you may be right, i thought it was an old fusebox been converted, not sure now.

Judging by the unused single vri cables i thought it was an old fusebox originally. i wouldnt expect wing nut fastenings on a busbar chamber,
but now its just used to join two armoured cables.
But for some reason they only used 2 phase and neutral to a new 3 phase board, so all a bit of a mystery
