Then it has to be behind one of the steps near the top of the stairs. I have searched every conceivable place. Those grey wires go towards the underside of the top step and afterwards there are plenty of white wires. Will look tomorrow, will be gutted because the carpet on tge stairs is ok.

You could ask the vendor
 
3 x 16A mcbs would be an extremely unusual configuration for a house CU

So i think think you need to contact the vendor and / or keep searching

What's on the other side of the wall, adjacent to the stairs? Might the grey cables go through the wall, into the next room, if there is another room?
 
The warm light of day. They are under the stairs. Incredible when you are in a new place how you miss obvious stuff. So glad i didn't cut a hole in the ceiling or rip the carpet on the stairs.

Yes we all knew it was there somewhere.

It is 'untidy' and to be honest I'd suggest an inspection and Consumer units upgrade would be good ideas.

Yeah i saw that. I want to cut out the part of the wall its fitted to, to fit in my fridge coz there's no room in the kitchen, all tge wires look long enough to turn 90 degrees so i may as well update the carrier.

Fair enough - but, has been said, the bits of the electrical installation we have seen (and quite probably also other aspects) really needs to be 'updated'.
 
Indeed, as I said in the previous post, but I think somewhat more diplomatically!
I agree, but then I have to be honest and say My shed still has one with plug-in MCB's with RCD at the sockets.
