Hi, i have installed an outdoor camera. The top of the block is attached steady but its not completely closed on top. What do you think? Should i apply some silicon on top? Or should i remove it and re do it?

If there is a possibility of wate getting in the back of it them yes silicon around the base. But leave the weep hole at the bottom open

Looks to me like the holes in the wall were not drilled deep enough and the screws have bottomed out maybe?

If it was me I'd take it off and do what ever is needed to make it sit flush to the wall, and I'd also apply a bead of silicone around the top.

I always get a bit paranoid of rain getting inside external electrical fittings.
 
Defo stick a bead of good quality silicone across that top gap, but just make sure you leave the very bottom clear so any trapped moisture or condensation has a way to drain out. Taking the whole thing down to redo it is overkill if it's already mounted solid, so a quick seal on top will protect it from the rain and save you the hassle.

Can i not just leave a gap and let it drain as there is a space?
 
The indentation in the bottom of the rim is designed to be a weep hole to allow any moisture to drain away. Condensation will form inside when the sun is shining on it in winter so you don't want it filling with rain water as well. Seal it as has been suggested, or you can do what ever you want if you are not bothered how long it lasts
