It could be overhead TN-S, there is some of that around here, they rod each pole! Best thing for the OP to do is to contact the DNO and ask what options are available to them and the cost implications of each one.

Thanks all. Yes, these wires are going to this one house & yes it is quite rural. I'm amazed it could be anything like 2 phases!!
