Packer on worktop. Bad news?

I fitted the base cabinets and levelled them. And I got a chippy in to put worktop in place.

I'm not sure but on one small bit of the kitchen he put a small packer(where the cut was) Because something wasn't levelled, or the the worktop was bowed? Is this bad news
