Perpendicular garden wall ties?

Putting in a small wall perpendicular to exisiting, it's only 4 courses high, but me is thinking i should tie it to existing wall, am i supposed to use these?

A four course wall will either behave or it won't regardless of ties. If you feel like popping one in midway then use one of these.....
