Plastic led floodlight 20w has only live and neutral but no earth

Too much trust is placed in "Class II" items which are Class II only for as long as they are not damaged.
They are very commonly 'entirely plastic' (hence no exposed-conductive-parts) so are you suggesting that such items should be banned, with an requirement that anything electrical must be enclosed in earthed metal (which, as previously discussed, actually creates one electric shock hazard at the same time as reducing another shock hazard)?

If not, exactly what are you suggesting? Surely not the daft idea of attempting to 'earth' a plastic enclosure?
