You need to get an independent GasSafe registered inspection of that gas pipe to the cooker. As well as the previous comments I believe there should be ( has to be ) a valve to turn of the gas to the bracket in the event that hose is damage and cannot be be removed or when the hose is remove the connection fails to self seal shut.

As part owner of the flat you would be responsible for all damage to other flats if there was an explosion due to a defect in your gas installation.

as others have said a completely crap gas installation

back plate elbow not screwed to the wall
back plate elbow in totally the wrong place (look at your MI it will tell you were it should be.
suspect use of ptfe tape
no bracket or chain
