So possible scenarios to your child floundering in a lake in your world.

1) Cops turn up, carry out risk assessment, don't have water wings with them so bugger off and leave her to drown.
2) Cops turn up, ascertain identity, on 'opt out' list so bugger off and leave her to drown.
3) Cops turn up, dive in drag her out, ascertain idenity, on 'opt out' list so throw her back to drown.
 
Ok, so if a four year old child was drowning in a boating lake, would you call the Police and wait, or take the initiative to jump in and save her.?????

The truth is, I feel badly let down by our own people.

You would not be let down by me I would jump straight in to save her.

What I would not and did not do was either get myself killed or cause an accident killing someone else and as Chapeu has pointed out THE POLICE are the ones doing risk assesments by drowning folk and standing back.

You see you started this whole thread on the precept of people 'opting out' if they decided they did not want police help but all you have highlighted is that the police have already done the opting out bit for you in anticipation.

Bit of an own goal I would say.
 
The correct course of action would have been to write to the Daily Mail or other newspaper (DM being my choice). You would then have seen the police act as they should have done when you reported these incidents.

It's a sad fact of life that the police (and many large companies and other organisations, for that matter) have no reason to listen to us individuals, but are suddenly put under the spotlight if the press takes an interest.

I may have read the Mail all those years ago, probably for amusement value (please note the laughing emoticon). I still look at the Express for the same reason, but I certainly don't believe everything their 'journalists' say.
I regularly read the Telegraph for two reasons: it is the only one I can access which employs real journalists; I can access it without paying (and if anyone really wants to know how I'll be happy to explain!)
