what if you dont have one?

Buy one.

If your serious about repairing your own boiler (and remember, I cannot give you advice about gas), then your gonna struggle without one.

What fuses are blowing?

the first time it did it when the timer kicked in and blew the internal fast blow 2 amp fuse, the 3 amp fuse in the wall switch and tripped the fuse box. but after replacing them and starting it up again it was just the 2 amp internal one that went.

Link out the external controls to rule them out first! Then try it with pump disconnected etc till fuse doesn't blow! Then you will know what is the problem ;)
