Preparing walls for paint

Hello

I have recently brought a house and I am starting to decorate. I have stripped all the wallpaper off in the small bedroom and the walls looks like this....

I'm not sure what this is, if its old paint or plaster. I am wanting to paint the walls and I have already washed the walls with sugar soap. I've read about using Zinsser Gardz but I'm not sure if this is right or just do a mist coat. Can you guys advise me on the best way to approach this?

How is the general condition of the plaster?

Are there areas that need filling?

Or would it benefit from the whole room being skimmed?

Tip. Before you plaster and decorate, if you want any extra sockets putting in, do it now.

The plaster is pretty sound really, there's been some areas that needed filling and sanding which I've done.
