Is there any ruling on the proximity of an electric socket under a kitchen unit next to water pipes,

None other than common sense.
You should consider sighting an outlet in a safer place or blanking it off.
Regulations with regard to sinks require 300mm clearance from the lip of the sink.
So what do you think!

Thankyou for your swift reply, the socket is well clear from the lip of the sink it is underneath the sink unit and next to the H&C pipes for the sink I was just thinking that if a pipe burst I could have a problem, cheers

I understand your concern but there is as much chance of a burst pipe as of the house falling down so there should be nothing to concern you.

Building Regs recommend fixing accessories to the fabric of the building, not the furniture, but many pooh-pooh that, arguing that fixed kitchen furniturte is part of the fabric of the building.
