quick question on intumescent hinge packers

I'm aware these are required for fire doors, but is the idea that they go behind the whole of the hinge leaf in the frame? i.e. you don't just pack behind the bit in the groove for the intumescent strip, you actually chisel down to the depth of said groove and pack behind the whole of the hinge?
