Rad heat only when Hot water is off - even then rads badly

There should be a valve, normally on the return. It's used to isolate the cylinder and to balance it. Otherwise the cylinder will take all the flow when CH and HW are on (valve in mid position.
What about the two return pipes which, you say, go to the boiler? Have you checked this out?
Where is the return from the rads connected? (It should be before the cylinder return!)
