My uncle told me about a building that had a a single core over head Live feed with the "Neutral" being via the water pipe to the building. Had to be disconnected as the gas pipe ( also metallic ) was involved.
Extremely dangerous under modern rules and policies but in reality not much different from the single wire 25 kV supply to trains that uses the railway track as the neutral.
