notify or not?

I plan to spur from the downstairs ring. Part P states that any garden lighting or 'power supply' should be notifiable. Just seems a bit much for such a small job.

Small or not, supplies to gardens represent a greater risk of shock and are therefore notifiable.

Suppose that someone installs the RCD incorrectly and someone dies as a result.......
