Why is this modern incorrect use of this term (" I refute that") when they have not refutted it at all?

To refute is to prove that an accusation is wrong and not purely to deny it!

I think it could be poloticians that deliberately use this word so wrongly. might have even been a certain Mr Archer used it first
Thought of a couple more

"Early doors", when just early is meant. Where do doors come into it?

And "its" when it should be "it's", and vice versa.

Same stuff with Electrocution, I believe a dictionary or two states it meaning Electric Shock, I know language and meanings get updated to consider modern trends of useage but Electric Shock is Electric Shock, some might actually be Electrocution and some people can die because of an Electric Shock (Example falling from a height and breaking their necks because of the shock) . Electrocuton was originally a Portmanteau of two words - Electrical and Execution, I believe.

Mind you, a few years back, my Mum had a stay in hospital and on her return enquired about her neighbour "Oh she died!" she was told "Oh Dear!" then yes "She died three times!" , "Pardon!" , "Yes she died three times! she is in hospital now but should be home next week" .
I suppose that could be ever so slightly understandable in some situations but not really.

I have been known to utter phrases such as "When I was alive these things were much cheaper!" then I get "When you were alive! Are you now dead?" , "Well people are fond of saying "Back in my day......................" but surely today is still your day , isnt it (Unless you`re dead!)?"
 
In Blairspeak, "issue" takes the place of "problem",

A mobile phone manufacturer was on telly some time ago talking about a problem affecting a particular model of phone. "It's a software issue" he said, and later went on to explain that it will "fixed in the new software issue",
 
I have noticed that on those extreme right wing videos SPLINE posted, about deporting millions of British citizens, the new buzz phrase used by the extreme right is 'and that's not acceptable'. Of course, there is also the rebranding of 'ethnic cleansing' as 'remigration'.
