I used to use neat petrol (gasolene) on cotton rag when I got spots of tar on my car in the past. Lighter fuel is probably the safest way to use this sort of fuel as petrol is highly flamable, therefore dangerous.
white spirits or turpentine readily dissolves tar or pitch. under no circumstances use gasoline, particularly indoors. after a couple of minutes the room will have built up dangerous amounts of vapour, which could explode by flicking the light switch.
ventilate the room well while you work.
