Mineral insulation used in some cables and heating elements is Hygroscopic that it attracts and hold water vapour directly from the surrounding air, so the seal on the end needs to be very good.
Once the seal is damaged, heating the cable or element up may drive out the water, but it will draw it in again. So if it has been in storage for a long time, it may be worth heating it up, but in the main with a cable you need to cut off the affected area, and with an element replace it.
To heat up the element is only a temporary fix, unless you seal the ends and the potting one does with mineral insulated cable is not really something you can do with an element.
