No. A FCU can only draw 13 a due to the fuse so 2.5, 1.5, or even 1.0 mm is theoretically OK.

The double socket will never draw 40a as the two plug fuses add up to 26a. Use 2.5mm2 cable and no FCU.

An FCU will not draw any current, (*) but will pass a current to something else that does draw current.

With a fuse rated at 13 Amp the FCU will pass significantly more than 13 Amp before its fuse ruptures.

(*) if there is an indicator lamp in the FCU this will draw a small amount of current
