Replacing garage with garden room

hey all,

Have a sectional concrete garage of 6m x 3m in size

Being that the roof is gone and it's not in great nic, I plan on replacing it, hopefully with a breeze block structure of the same size,

If I wanted to build the new one without the garage door, as in essentially making a garden room out of a garage and bricking up where the garage door would have been

Would I need planning permission for this?

It doesn't sound like it from your scant information but take a look here http://www.planningportal.gov.uk/permission/commonprojects/outbuildings/ it's generally fairly clear! Come back with any questions.

Bear in mind that effectively once you remove or demolish something it's as if it was never there in terms of planning permission.
