Right to privacy through skylight

Hi, I'm planning on building a velux terrace system in my top-floor loft flat. It would overlook the skylight in the flat roof in the below flat. I could have a higher rail and hanging baskets so there is no line-of-sight into the skylight but it is very close to my planned balcony. Does anyone know what right to privacy exists for skylights (as opposed to vertical windows) or are they treated the same?

There is no right to privacy.

This situation is covered by planning law, as to whether the proposed work is allowed, and that's when the neighbours amenity is considered.
