On my way in to Chepstow climbing a big, big hill that suspiciously felt like it was trying to grow up in to a mountain one day; i was in low, low gear and pushing for the next corner (where i was certain it would become steeper*) i became aware of a growing presence behind me - a quick glance over my shoulder confirmed this as a loaded lorry grimly clung to my rear wheel with the determination to urge me onwards and upwards with much more haste than i could manage.
Knowing he was there...with a tail of vehicles growing by the minute, only made me maintain my pace with some small satisfaction that there was no way past until we all reached the summit - eventually

Road Tax was abolished in 1937.
Now it comes out of the tax pot we all pay our tax into.
If you are a tax payer, you pay for the roads.
I used to commute by bicycle about 12 years ago, 330 days a year. I didn't create any emissions (which is what road tax VED was based on). I didn't ride over dips and create larger pot holes. I did however pay VED on my car and motorbike, of which I used infrequently. So some could say as a cyclist I paid more than my equal share of VED, given that I didn't drive much.
I didn't need insurance because, guess what, insurance is based on risk and damage done. A cyclist is at extremely low risk of causing harm or damage to anyone.
I gave up cycling completely because nearly every week, whilst I was quietly obeying the highway code, I was nearly taken out by a van driver or school run mum or an old duffer who was half blind. Despite wearing hi-viz and having lights (in the daytime as well). It's not about being seen, it's about battling with idiots who think nothing of pulling across your path because it might save them 2 seconds on their journey.
Look at Amsterdam and you'll see how well bikes can integrate into city transport without much issue. The only issue, especially in the UK, is idiot drivers who think paying road tax earns them the right to bully vulnerable road users off the road. And it is working. When one of the anti-cyclist brigade is forced to ride a bike (either due to congestion, money, or simply because they have no other choice) then we'll soon see how "stupid" these pro-cycling initiatives are.

Not with you. Vehicle owners pay ££ that non vehicle owners don't, whatever you call it.
You meant people like Amazon that use our roads to destruction but squirrel their profits away overseas and pay as little tax as possible.
