Rubber Grommets.

The sparky has drilled a hole through a catnick lintel, and has not put a rubber grommet in, can you confirm if he should, what he has done is wrapped a couple of layers of insulation tape around cable where a grommet would be, thanks for your time!!

I hope by drilling through the catnic they have not compromised the support it is required to offer.
Cable should be protected against damage, this includes the installation of the cables as well as whilst in service.
I personally would not think a few layers of electricians type would protect the cable sufficiently enough from any jagged burred holes.
 
Tape is very rough.

If removing the cable to fit a grommet is going to be difficult, you could put a cut in a grommet and fit it.

Or get a short piece of conduit, again cut a slit in it, and push it into the hole, again with the cable still in place.
