Running cables between downlighters

When installing down lighters how do you run the cables between downlighters? Does it just lay on the ceiling board or are you required to clip it above?

For installation on ground floor of a house

You are supposed to secure it to joists etc, but in reality, nobody bothers. Yet another way in which downlights rarely comply to every regulation.
 
It's the same situation for probably every rewire (not just downlighters) where cable rods are used to access a central postition for the ceiling rose below and the switch position.

Who's going to remove every other floor board to clip cables?
 
Also, As pointed out in other posts, it is a $ell of a lot easier when doing a re-wire in the future.

I had to fault find some downlights in a kitchen a short while ago.

It turned out to be a real PITA.

They had clipped the cables to the joists, and screwed the JB's to the side of the joists also. Some trannies where screwed to the joists while others where not. The ones that where not did not have enough slack from the JB to the tranny or fitting to allow the fitting to be lowered.

Had to lift the floor boards to sort it out, and ended up having to re-new T+E between fittings to allow the fittings to be dropped from below in the future.
