I used a neon screwdriver. I will try a multimeter tomorrow (I have one in my tool box at work
 
I will check with a meter tomorrow. I have looked in the wiring center for loose/stray wires but, all looks to be in order, as far as wiring center's can be
 
I have kept the neon screwdriver, it's just quick and handy. Armed with the multimeter I am reading the following;
C/H OFF
Orange 0 volts
Grey 248 volts
Brown 108 volts
C/H ON
Orange 247 volts
Grey 247 volts
Brown 116 volts

Clearly not as it should be but, what's the fault and most importantly what's the fix. Thanks in advance
 
measure Brown to earth, just touch the black probe on the pipe, what are you getting now ?
 
what is at the other end of the brown wire ? with CH off there shouldnt be any voltage, you are picking up a stray voltage from somewhere
