This is a device which says "isolator" on the orange part.

Any ideas?

Nah.

This lot was mounted in a standard recessed meter cabinet immediately adjacent to the "normal" meter cabinet (containing PME head, iso switch and meter).

Probably wrong, but it does looks similar to the HT neon transformers I used to fit in my brief fling as a sign fixer. If I recall, the action of sliding the case up and removing it resulted in spring loaded contacts disengaging. In other words whenever the case was off the HT terminals were dead, even if the 230V was still connected and switched on. Any nearby neon signs turn off if you isolate it :) ?

Not tried isolating it. But the orange body is sealed by the DNO and a small notice at the bottom says "PME EARTH", or "PME SUPPLY".

Rocky is right, thats a lamppost/street light cutout, i've got a few of them knocking around in the house. If thats a DNO supply it cant be feeding much as the cutout is only rated to something like 20amps or so, could it be an unmetered supply for something, are there any street lights attached to the building? Must be feeding something, i'm curious what its for now :D

No lighting that I know of. I'm stumped now!

And frustrated too, because it doesn't look like I'm going back there any time soon!!

I think it looks like an Unmetered Supply. These are not just lamp-posts, they can also be bus shelters, street signs, certain utilities cabins, some water and drain controls, valves, flood-pumps and things that use so little electricity )over the course of a year) that it is not worth installing and reading a meter.

Remember that some street lamps may be attached to buildings rather than on lamp-posts.

May be a supply for a discreet mobile phone transmitter thingy, they apparently pay good money if you stick one on your property.

Its a TSS 005 Double pole isolator normally used in streetlighting columns but they are no longer made.
They where approved for connection to DNO cables and the board often used them in Cheshire along with the bigger 003 twin fuse version.
We used them mainly in bollard bases where space was tight and to fit over single pole DNO cutouts.

Perhaps its a supply for something underground - look at the FCU, its very close to the underground conduit, it could have a concentric from it, following the other one back down (though this would be clumsy with no gland etc).

Have you asked the owner of the property about it? _ The owner of the property will be able to shed some light onto items fixed to his property.

looks a little like something Lucy may have made, it is also generally Lucy cut outs used in street lighting.
