self adhesive tiles

My dad has brought some self adhesive tiles for his toilet floor,the floor is concrete,have told him the only way we can do it is to perhaps board with hardboard or mdf first.My question is this,what could I use to bond the boards to the concrete floor??

If they are vinyl tiles you would be better off using a self leveling compound, then stick the tiles to that
