I'm making a guess BUT Istress it is ONLY A GUESS you may have this arrangement:

Unless you have any test kit and are able to use it with a modicum of accuracy I don't have a starting point for offering advice on what tests to do/where to start.

One pic shows two black and one red ,with a terminal block into which there is an indistinguishable sheathing over the conductors . Does that terminal block contain the earth conductors ,which are bare copper within the outer sheathing ?
Do your new light fittings require an earth connection ?
