Help needed.

concreate floor with old skirting board that was previously touching the floor causing damp. Hence replacing them.

How would you re attach

Suspend them?
Lay a DPM and lay against floor.
Screw fixings or adheivse.

There is a gap between the plaster and brick so im stuck on knwoing what to do. As screwing in will pull the board out at the top when fully tightened
