My thoughts bearing in mind the earlier mention of SWA, is that the 40A MCB is distribution to garage unit, which is then protected by RCCB.
I have tried to explore the pictures to ID the circuits and device sizes, but there too much of hazy glare on photos to be able to make them out for sure.
That was reasoning behind my questions previously.

as above, it would seem that even if the garage is on the unprotected way at the house CU it has its own RCD main switch in the garage consumer unit
