Sockets near kitchen sink

What do the regulations say about socket outlets either side of the kitchen sink. (not direcly over the sink) just to the left and and right?

Someone told me that you shouldnt be able to touch a socket with your right hand whilst your left had is in the sink. Is this right?
 
Cheers TTC good to know. Is that from the actual sink bowl or the entire sink including drainer?
